Arrival

At Narita Airport, there are three arrival terminals (Terminal 1, Terminal 2, and Terminal 3) and the terminal you arrive at depends on the airline. There is only one arrival terminal at Haneda Airport.

Immigration

①Application and receipt of residence card (Zairyu Card)
After submitting your Certificate of Eligibility, passport, and visa, you will be issued a "Residence Card" at the airport. You do not have to carry your passport with you during your stay in Japan, but you must have your residence card with you. Short-term students will not be issued a residence card, so please carry your passport with you.
②Application for permission for part-time job
Students who want to work part-time will be able to perform non-qualification activities (part-time work) by submitting an application for permission for part-time job to the immigration inspector after receiving the residence card. 
※If you do not apply for permission at the airport, you can apply at the Immigration Bureau of Japan.

Orientation, placement test, and confirmation of the school schedule will take place.

Various procedures at the city hall/ward office

Follow the steps below.

①Transfer Procedure
You need to register your address at the window of the city hall/ward office. The procedure must be completed within 14 days of entry. 

② National Health Insurance enrollment procedure
Follow the procedure at the city hall/ward office. When you enroll in the National Health Insurance, you will be issued a “National Health Insurance Card” (referred to as "Insurance Card").
What is the National Health Insurance?
When you enroll in the National Health Insurance and show your insurance card when you receive medical treatment at the hospital, 70% of the treatment cost will be covered by insurance, and you will only have to pay 30%. International students residing in Japan for more than three months are required to enroll in the National Health Insurance. This insurance only applies to the participant.
※When you move, you need to follow the necessary procedure to modify your health insurance, along with the notification of change of address. 
※National Health Insurance does not cover work-related injuries or illnesses.
※The insurance card is a very important identification card, like a passport, residence card, or alien registration card.
※Additionally, you need to show your health insurance card when you apply for a change of status of residence and renewal of the period of stay.

Opening a bank account

You will need a bank account for a variety of occasions, such as working part-time, extending your visa, exchanging money with your home country, and receiving scholarships. 
※If you return to your home country, be sure to set your deposit balance to 0 and close your account. 
※Never leave or lend your residence card, health insurance card, passbook, or ATM card to another person. Do not give it to others for any reason. If misused by a criminal organization, you will become an accomplice and will be strictly punished.

Procedure on mobile phone purchase (only for those who desire)

You need a phone number when looking for a job in Japan. It is also convenient to have a mobile phone because you will be asked for contact information in various procedures necessary for living in Japan.

Information on Chiba-shi

Chiba-shi is the capital of Chiba prefecture, located in the midwestern part of Chiba prefecture. 
Since it is 40 kilometers from central Tokyo, it is a commuter town to Tokyo, but it forms an economic zone that does not depend solely on Tokyo. 
It is an ordinance-designated city with the 13th largest population (about 1 million people) in Japan and has 6 wards: Chuo-ku, Mihama-ku, Wakaba-ku, Hanamigawa-ku, Inage-ku, and Midori-ku. The city tree is zelkova and the flower is Oga lotus.

Makuhari Messe

It is a multifunctional convention center next to the Tokyo International Exhibition Center. Opened in 1989, it was the best convention center in Japan at that time. It is an important facility for holding important exhibitions and events, including the Tokyo Motor Show.

ZOZO Marine Stadium

Located in Makuhari-Shintoshin, it is a stadium of Chiba Lotte Marines, a professional baseball team based in Chiba-shi.

Chiba Port Tower

It is an observatory tower built in 1983 to commemorate the number of Chiba residents surpassing 5 million.
 Located in Chu-ku, Chiba-shi, it is popular as a symbol of the international port of Chiba. 
It is a half-mirror tower with the entire tower except the observation floor covered with heat-reflecting glass.

Chiba Shrine

Located in Chuo-ku, Chiba-shi, it is a shrine dedicated to Hokushin Myoken Sonjoou, also known as Myoken.
 Myoken is a special god who is the basis of Taoism, I Ching, Kyusei Kigaku, and Feng Shui studies and is believed to exert all kinds of protective abilities.

 Kemigawa Shrine

Located in Hanamigawa-ku, Chiba-shi, it is a venerable shrine that has been around since 869.
 Susanoo-no-Mikoto, Ukanomitama-no-Kami, and Izanami-no-Mikoto are enshrined and are famous as the gods for extinguishing disasters.
 This shrine has benefits such as business prosperity and marriage and has become popular as a power spot in recent years.

各種手続き

・在留カード - Zairyu Card (在留カード) - 日本に滞在する外国人の登録カード

空港に到着し、入国審査で在留資格認定証明書・パスポート・ビザを提出すると「在留カード」が発行されます。このカードは中長期間在留する外国人に交付されるものです。

アルバイトをしたい場合は、入国審査で資格外活動許可申請書も提出してください。

日本滞在中、パスポートは携帯する必要がありませんが、在留カードは常に携帯しなければなりません。
短期滞在の学生は在留カードがありませんので、パスポートを携帯してください。

在留カードを受け取ったら、自分の住んでいる市・区役所の窓口で住所の届出が必要です。
手続きは入国から14日以内に行わなければなりません。

・国民健康保険

日本に3ヶ月を超えて在留する留学生は、国民健康保険に加入することが義務づけられています。この保険に加入すると「国民健康保険被保険者証(以下、保険証)」が交付されます。病院等で診療を受ける際、保険証を提示すれば、保険診療対象医療費の70%が免除されますので、病院に掛かる際は必ず持参して下さい。
また、在留資格変更申請と在留期間更新申請の際に保険証の提示が必要です。
このような申請をする際にも、保険証を忘れずに持参してください。
なお、「国民健康保険被保険者証」は、パスポートや在留カードまたは外国人登録証明書と同様、非常に大切な身分証明書です。失くさないように、大切に保管してください。

この保険が適用されるのは、加入者本人のみです。
家族同伴の場合は、家族の加入手続きも行なってください。
転居した際は、転居手続きと共に、国民健康保険の変更手続きを行なってください。
国民健康保険は、健康診断、美容整形、歯列矯正、視力矯正(レ?シック)、正常な分娩、交通事故、仕事中(アルバイトも含む)の怪我や病気などには適用されません。

・体調不良のとき

留学中の健康管理は非常に重要です。病気になったり、ケガをしたりした場合に備えて、学校や住居の近隣にある病院などの医療機関について、事前に調べておくとよいでしょう。
学校では、日本語、韓国語、中国語、モンゴル語、ベトナム語、英語を話せる進路・生活指導専門員が常駐しており、学校事務室でも各種医療機関の紹介を行っています。

・在留期間更新

入国時に許可された在留期間を超えて在学する場合、入国管理局に在留期間更新を申請し、許可を得る必要があります。この手続きは在留期間の満了する日の約3ヶ月前から申請できます。

・アルバイト(資格外活動許可)

在留資格が「留学」の学生は、週28時間までアルバイトをすることができます。学校の長期休暇中は、所定の期間において週40時間まで働くことができます。この場合、学校が配布した証明書をアルバイト先に提出しなければなりません。長期休暇中に限らず、就労時間が週28時間を超えてしまう可能性がある場合は、事前に学校に相談することが大切です。

資格外活動許可は、在留資格が「留学」で、学校に在籍し授業に出席している限りは有効です。入国時に空港で申請すれば即時取得できるため、資格外活動許可申請書を入国審査官に提出することをお勧めします。空港で申請しなかった場合は、後日入国管理局に申請することになりますが、取得まで1ヶ月程度かかります。事後申請の方法は、学校の職員に相談してください。

許可を受けずにアルバイトをしたり、定められた時間を越えたりした場合は、資格外活動違反となり、日本で留学生活を続けることができなくなります。

・銀行口座開設

日本に到着したら銀行口座を開設することをお薦めします。アルバイトをするときやビザを延長するとき、母国とお金のやり取りをする時、奨学金を受け取る時など、さまざまな場面で銀行口座が必要になります。

※完全帰国するときは、必ず預金残高を0にし、口座解約をしてください。

※在留カード、保険証、通帳、銀行のキャッシュカードは絶対に他人に預けたり、貸したりしないで下さい。どんな理由でも他人に渡してはいけません。犯罪組織に悪用される場合は共犯者になり、厳しい処罰を受けます。

・携帯電話購入

日本で仕事を探すときには自分の電話番号が必要です。さらに、日本に生活するのに必要な様々な手続きで連絡先を求められるため、非常に便利です。

電話番号の取得は、日本での滞在期間によって契約できる形態が異なります。
